“I always thought of him of as such an honest person and he had a lot of charcter. He took over at a very difficult time and I think history will remember him as having a very calming inlfuence on the country. He was just a decent man.”

I guess the abomber ruffeled some feathers??i went to westchester integrity site and i was amazed what was going on,reading the Judges decision and looking over testimony i cant believe my eyes!!!The cavalo team seems very corrupt and the judges see right thru it,why is a republican lawyer doing all this legal work for them,and all the financials look very questionable at the very least?abomber keep up the good questions i know you are one of those members involved with the westchester itegrity cmte.and from the looks of it you guys keep fighting this tooth and nail you will prevail!

Attempt to form an Interim County Committee of the Westchester County Independence Party was FOILED!
Mamaroneck, NY – December 28, 2006 – Standing in front of an auto body shop / law office, also known as the Westchester County Independence Committee Headquarters located at 519 Waverly Street, Cavallo and company were served on their feet, an Order to Show Cause, issued by Supreme Court Justice Nicholas Colabella.
The Order restrained the respondents (Cavallo, Vazquez and Castaldo) and all other persons from taking any steps to form an Interim County Committee (ICO) of the Westchester County Independence Party under the provisions of the State Committee Rules.
This is clearly a deliberate attempt to circumvent Supreme Court Justice W. Denis Donovan’s previous decision and order rendering Giulio Cavallo and company powerless for acting in any capacity to lead the Westchester Independence Committee.
Also present at the auto body shop was County Republican Executive Committee Member and New Rochelle GOP Chairman, Doug Coltey. What is a GOP leader doing at an ICO meeting for the Independence Party? Why does the GOP continue to fund Cavallo and the Independence Club?
To everyone who is involved in Politics… You should know that John Khader who owns Top Class Limousine of Yonkers NY is Zehy Jereis’s cousin. He is just as slick as Zehy, immoral and unethical. Also it has been rumored by reputable sources that Khader traffics cocaine on the side. Why is cousin Zehy Jereis calling Judge’s and telling them to give gun permits to his friends? The Good People of Yonkers deserve better than Khader and Jereis. Perhaps their antics are the cultural norm in Jordan, but it should not be permitted here in America! Shortly after Senator Spano cleans out his desk in Albany look closely to the Yonkers leadership as law enforcement will begin to close in on the Khader/Jereis Klan. Finally!

While your cousin was the City Chair of Yonkers (and sadly still is) the Westchester GOP was able to effectuate a re-org without the Yonkers powerful vote involved. This was the first time in history that a re-org took place without the Yonkers ‘weighted’ vote. The reason that happened is, regardless of what anyone might say of our current Chair, no one outside of Yonkers wants Zehy Jereis as the Party Chair of the County. Both of you are the bottom of the barrel and both of you should be ashamed of yourselves.
We can just see it now, convicted Felon John Khader as the advisor to the Independence Party, while cousin Zehy is the County Chair. Oh and also, the Commissioner of the Board of Elections. (Imagine that, Zehy as Commissioner after being found guilty of tampering and falsifying nominating Petitions) How is the Limo business going Mr. Khader? Hopefully, in the future will be a little less name calling, and sticky to the facts. As a person who intends to register as a member of the Independence Party in March, I think I have heard and seen enough to convince me that the current leadership and those supporting the return of Sage are both in adequate for leadership.
I am however interested to hear more about Mr. Khader. Mr. Khader can you tell me what were the circumstances of your arrest 21 years ago? I believe people can change for the better, and deserve second chances. The reason I ask these questions is that my school buddy used your Limousine service last year for our Prom, and I was a guest. I do recall your driver asking us several times if we could use anything ‘extra that would make the Party more fun’ It actually meant nothing to me at first until he kept on asking that question. Later my friend told me that your driver offered to get him Pot or Cocaine, although I never heard that myself. I have known my friend for most of my life and if he lied to me this would be the first. I was just wondering if you could please explain the circumstances of your arrest and if it was drug related.

Mr. Khader I was a guest of a friend last year at a Prom. I live in White Plains and am interested in Politics. This issue was of no concern to me until these blogs reminded me of that night. September 19, 2006 – Self elected, Independence Party Chairman, Giulio Cavallo and a team of top GOP lawyers, John Ciampoli and Guy Parisi, failed to properly conduct a reorganization of the County Committee last week. Only GOP lawyers and a few Cavallo cohorts, New Rochelle GOP Chair Doug Colety, disbarred attorney Moses Rambarren, attorney Mark Fang of Yorktown and Andrew Maggio of Harrison, attended the secret reorganization meeting last week at the Elks Club in Mamaroneck, NY.
Giulio Cavallo, at the meeting, declared himself Chairman (Hail Caesar!). Unfortunately, for Cavallo and Co., the elected district leaders were never notified of the meeting. Furthermore, the Westchester County Board of Elections has yet to certify contested district leader races.
It is no surprise that the GOP desperately needs to make sure Cavallo remains in power. Republicans have enjoyed purchasing cross endorsements from Cavallo while true, quality independence candidates and district leaders have no say in the county committee. Zehy Jereis, Yonkers GOP Chair, is alleged to have supplied Cavallo with questionable proxies to secure his candidates as payment for the Independence line. Several members who heard of the meeting, through third parties, showed up to object to the entire meeting.
Poor judgment and shoddy GOP legal counsel has left the Independence Party without leadership. The majority of district leaders vow a reorganization meeting will be properly conducted in accordance with the law.
An unnamed district leader at the meeting stated, “Cavallo has lost his right to vote on state Independence and state judicial issues. He should be ashamed of himself. He is desperate and wants this to slip under all of the district leaders’ radar. That will not happen.�
Actions are being taken by several district leaders to have the court intervene and install a referee to oversee a proper reorganization
It is time for County GOP Leadership to tell Doug Colety to stay away from Cavallo.
It is time for The Westchester GOP and it’s leadership to call on Executive Committee member and New Rochelle GOP Leader Doug Colety to stay from Giulio Cavallo and his team of corruption. It is time for Rosemarie Panio to step forward and lead the Westchester GOP away from Cavallo and his negative influences. It is time for Panio to tell Colety to stay away from Cavallo. The association with Cavallo is hurting the Westchester GOP. The association that Yonkers GOP leader Zehy Jereis has with Cavallo has hurt the GOP as well. Jereis helped Sheinkman against Bellantoni in last year’s election for State Supreme Court Judge and according to sources, Jereis has already met with Arthur Doran, a potential Democratic Mayoral Candidate for Yonkers Mayor. The GOP’s commingling with Cavallo’s Independence Party must stop. Good Republicans like Mike Edelman are speaking out against this association and arrangement. Edelman should be complimented for the courage of speaking out against his own party in this matter. A word of warning to the Westchester GOP, stop helping Cavallo and his team of corruption, because Integrity is coming back to the Westchester Independence Party, once we have the reorg and The Westchester Integrity Committee will lead the Westchester Independence Party and return the Winchester Independence Party back to a party of Honor, Integrity and Dignity. The Westchester Independence Party will no longer be a party for sale and we will no longer have a leader who says “That he is the tail that wags the dog”. Sources also tell The Yonkers Insider that Nick Spano will hold a fundraiser on January 17, 2006, this fundraiser will be hosted by Westchester GOP Leader Rosemarie Panio, Westchester Conservative Leader and Giulio Cavallo. Spano doesn’t seem to understand that his association with Cavallo and Team Corruption is the reason he lost to Andrea Stewart-Cousins.

This Editorial is on the issue that Team Corruption will not prevail in the battle for the leadership of the Westchester Independence Party. All these court maneuvers by Team Corruption Legal Beagle John Ciampoli will not stop the end result of a fair and legal reorg. This is what Team Corruption is trying to avoid. What is Cavallo afraid of? He doesn’t have the votes and is trying every legal delay tactic in the book. This ruling from the appellate division is a temporary bump in the road. Justice will win out in this fight and The Donovan decision will be retained, despite Team Corruption’s efforts to get his decision thrown out. Donovan is a honorable man and is somebody who has stood up to Team Corruption in these historic court rulings. The Westchester Integrity Committee will be in charge of this party and will give voice back to Westchester Independence Party voters and District Leaders. This is our party and not an extension of the GOP. This will be battle fought in Brooklyn on January 9th. The Yonkers Insider predicts another Westchester Integrity Committee court victory and another defeat for Ciampoli and Team Corruption. Also look at Cavallo’s financials and the petition gatherers who got paid and this was another form of Cavallo extortion with the candidates. Cavallo and his group have extorted every judge and candidate in this County. This extortion must be stopped and honor, integrity and dignity must return back to the Westchester Independence Party in the form of Nader Sayegh, Mike Gianatasio, Joe Spiezio, John Khader, Steve Sacripanti and other members of The Westchester Integrity Committtee. The Yonkers Insider also hopes that the 9th Judicial District Grievance Committee will look at the actions and behavior of John Ciampoli in this matter. He has acted as an advisor and while also being an officer of the court. In The Yonkers Insider’s opinion is that Ciampoli has violated his fiduciary responsibility as an officer of the court in this matter.

For a month, the Stephens campaign has been using the Putnam County Times to spread lies and innuendo about the Ball Campaign and Greg Ball has had enough. Today, Greg Ball is announcing a law suit against the Putnam Times and is demanding that the Putnam County Legislature and the Putnam County Executive take similar action against the Putnam Times as well (The paper calls itself “Putnam County’s Official Paper�). This paper has become a partisan rag and was mailed to every Republican household in Putnam County this week as a partisan attempt to erode Greg Ball’s support. Greg Ball stated the following this morning:
“The fact that this paper, a paper that many elderly have come to trust, is now being used as a partisan rag by the Stephens campaign, by leveraging their partisan political friendship with the editor, to destroy my credibility is absolutely disgusting. These claims bear the mark of a desperate and nasty campaign, and truly sadden me. These personal attacks disguised as news are repulsive and the people deserve better.�
Beth Coursen
Greg Ball also called for the Assemblyman to request the resignation of long time aide and personal friend and political contributor, Beth Coursen. On August 14th, 2006, the Assemblyman accepted a $9,000 loan from Beth Coursen to his campaign, and she has been an active contributor and campaign staff member as is indicated by “in Kindâ€Â? contributions on various Campaign Filing Reports. August 30, 2006, Joanne Smith, municipal administrative assistant, filed a lawsuit last week in U.S. District Court, Southern District of New York, claiming a violation of her First Amendment right to freedom of speech against Stephens’ Aide and close friend, Beth Coursen. Coursen is the same person who was the subject of last year’s now infamous email sent by the Assemblyman calling his constituents “idiotsâ€Â? and is the current personal Aide of Assemblyman Willis Stephens. The suit alleges that Beth Coursen took retaliatory action against Smith after the employee wrote a letter that outlined “bizarre conduct.”
Smith alleges Coursen routinely referred to blacks using a derogatory word, made sex-related comments in the workplace and deliberately sought to deprive town retirees of Medicaid reimbursement by failing to process claims and tampering with public records. The Assemblyman should dissociate himself immediately from Beth Coursen, and issue a written and public statement doing so. Greg Ball has demand that the Assemblyman return the $9,000 loan and furthermore asked that the Assemblyman demand Coursen’s immediate resignation and take Mrs. Coursen off of the New York State Payroll.

Greg Ball also demanded that the Assemblyman issue an apology for the actions of his Chief Legislative Aide Jack O’Toole. John “Jack� O’Toole, of 7 Grosbeak Road, Yonkers, NY, has been given a no-show job on Assemblyman Stephens’ payroll, at taxpayer expense. Formerly a registered Republican, Mr. O’Toole has claimed to be the spokesperson for Mr. Cavallo and the Westchester County Independence Party and Club and is now on the State Payroll as the Chief Legislative Aide of Assemblyman Stephens. Jack O’Toole, while on the state payroll and acting as a paid political hack, and while on the taxpayer dime, was caught “red-handed� discrediting Greg Ball’s military record, and spreading rumors to at least one major news editor that Greg Ball has been “D.D.’d� or dishonorably discharged. Greg Ball has requested that the Assemblyman make an immediate apology, and the Assemblyman has thus far, refused. Greg Ball reiterated his call for an immediate and absolute apology.
Over the past 6 months we have called the Albany office 73 times asking to speak with Jack O’Toole and he has not been in the office, or able to be contacted, 61 of those times. Nader Sayegh, of the Westchester Integrity Committee, recently issued a public statement stating, “O’Toole, under the direction of the current de-facto Westchester Independence Party Chairman, Giulio Cavallo, has appeared several times at press conferences, during the work day, while on state time. What is Jack O’Toole, the legislative aide to Willis Stephens, doing on state time and taxpayer dollars performing political party duties? Why does an Independence Party member get a “no-showâ€Â? GOP state job? State Senator Serphin Maltese, R-Queens hired Giulio Cavallo as a legislative aide. When calls went into that office, no one heard of a Giulio Cavallo. Now, Willis Stephens has followed suit. It is a pity tax payers pay the price for a political line and for personal gain.â€Â?
Jack O’Toole has a long relationship with corrupt public officials and party bosses. To name a few, convicted felon and ex-state Senator Guy Velella, listed Westchester Independence Party boss Mario Castaldo, convicted felons and Independence Party district leaders brothers Gus and Tom Gianopoulos from North Salem, disbarred attorney and executive committee member Moses Rambarran, and of course, Giulio Cavallo. When it comes to finances, Jack O’Toole is no stranger to evading the law himself. Research has found Jack O’Toole has a Civil Judgment filed against him in March 1998 for $31,576.00 and a NYS Tax lien and judgment filed against him in December 2004 for $3,694.00. Greg Ball has demanded that the Assembly ask for the immediate resignation of paid political hack Jack O’Toole.

Why would you call Albany 73 times to speak to a man who lives in Yonkers and most likely works in the local office? Wouldn’t it make more sense to call the local office in Putnam County to speak to him? Just a thought….....

Information on Executive Committee and Ficticious Proxies

1. Giulio Cavallo – He was a NYS employee working in a “no show” position at the NYS Health Department until he was asked to resign. He is the de facto head of all Independence Party and Independence Club funds. He indicates he is a M.D. and boldly states so on Independence Party and Club letterheads and invitations. Our research with the NYS Department of Education has found Cavallo is not licensed or registered as a M.D. in New York State. NYS Education Dept has on file an incomplete application from 10 years ago.
The Independence Party and Independence Club financial disclosures indicate wrong doing and requests for Federal, State and County investigations into these illegal actions is pending. To evade the law, Cavallo switches roles as spokesman, chairman and party and club. His indictment and conviction will shed no tears by many of the elected officials and people who have had contact with him. He is now employed as a legislative aide to Senator Maltese from Queens at another “no show” job costing the taxpayers $50,000 per year.
2. Mario Castaldo – He is listed as the Chairman of the Party filed at the Board of Elections. He is frequent member of Sue’s Rendezvous in Mt. Vernon where he meets with Cavallo and Zehy Jereis. He is never available to meet with any candidates, not present at the interview process, and is frequently called “a feeble minded old man who is going to be thrown out of the party” by Cavallo. One must ask why he would allow this to go on when he can be considered collateral damage when Cavallo is finally charged with a crime. He is a retired auto body mechanic where he co-incidentally shares an office and shop with the listed address of the Independence Party.
3. Nivea Roman – This is Giulio Cavallo’s sister-in-law, wife of Lou Cavallo. Nivea is not active and has never attended the annual “Chairman’s” Dinner. She has never attended any judicial delegate meetings or reorganization meetings. She submits a typical family proxy.
4. Lou Cavallo – Brother of Giulio and the husband of Nivea Roman. He, like his wife, does not participate in anything party related. He is retired due to a medical condition. He is a fine man that is forced to be part of this illegal and corrupt enterprise.
5. Dhyalma Vasquez – She is known to be a very close “friend” of Giulio Cavallo who has run unsuccessfully for elected office. How did she get her County job? What are her qualifications? How were her raises handled? What is her record of attendance at work during campaign season? An investigation is pending.
5. Dennis Vasquez is the brother of Dhyalma and was employed by Senator Nick Spano. It is clear, the tangled web continues for protections with Cavallo and the Westchester County Independence Line.
6. Michael Gianopoulos is the father of Gus a.k.a “Constantine” and Tom a.k.a. “Anastasios” Gianopoulos, respectively convicted felons who owned 25 Dunkin Donuts franchises until they filed bankruptcy. Mike is listed as a member of the executive committee for the Independence Party here in Westchester County. Mike is not a resident of Westchester County and lives in Stamford, Connecticut. His sons, Gus and Tom, are listed as District Leaders. Tom is currently serving time in Federal prison while Gus awaits sentencing.
7. Niko Gianopoulos is the son of Michael and brother of Gus and Tom. He also is not a resident of Westchester County and is under investigation as a result of his dealings with his two brothers.
8. Carol Vergara is a personal family friend who submits her proxy to Cavallo.
9. Gill Porcelli is the owner of Plum-Rite Plumbing Inc., and was a supporter of Phil Amicone . Gill does work for the City of Yonkers and has close ties to Sal LoBreglio, another convicted felon who is listed as a District Leader for the Independence Party.
10. Walter Roger a close family friend who gives his proxy to Cavallo.
11. Dominick T. Porretto a close family friend who gives his proxy to Cavallo.
12. Moses Rambarran is a disbarred attorney. His relationship with Cavallo is not clear. The committee intends to investigate further this individual’s ties to Cavallo.
It is also clear to note the interview process, for the 2004 elections, were conducted in the presence of Gus Gianopoulos, who is and possibly was, at that time, a convicted felon represented by Anthony Mangone’s firm.
We continue to call upon the US Attorney, State Attorney General and Westchester County DA to vigorously investigate the obvious political corruption taking place here in Westchester County within the Independence Party and Club.

• The Westchester District Attorney’s Office suspected Spiezio in three building fires in Yonkers and Greenburgh during the 1990s. One incident involved a 1995 arson that destroyed his nearly completed “dream house,” over which he remains embroiled in litigation regarding an unpaid insurance claim for almost $2 million.
The Journal News also found:
• Spiezio and his partners received approval from Yonkers for $1.33 million in low-interest loans guaranteed by the federal Department of Housing and Urban Development, although he once was accused of defaulting on a HUD loan for more than $500,000 in New Jersey.

• He was arrested three times  once on a felony  but did not disclose any of the charges on government loan forms that asked if the applicant had ever been “charged or convicted” of any crimes.
‘Fraudulent bills’
Court records show that Spiezio got the loan approvals from Yonkers almost a decade after he received a $564,344 loan from another HUD program to renovate an apartment building he owned in the city of Orange in Essex County, N.J.
Essex County sued for repayment of that money in 1997. The lawsuit alleged that Spiezio and his wife, Louise, used the money for themselves and covered it up with “fraudulent bills, vouchers and supporting documentation of expenses.”
The lawsuit also claimed that Spiezio’s actions undermined the HUD program “and hampered the county’s efforts to provide adequate and affordable housing” to low-income renters.

We have reviewed the Board of Elections Disclosure Statements filed with the Westchester County Board of Elections by the Westchester County Committee of the Independence Party from January, 2002 through January 2006 and the Westchester Independence Club from January, 2001 through January 2006. We have found a number of irregularities and some significant activity that may indicate criminal violations. We will present some general comments, then discuss the irregularities and then the potential criminal violations.
The Westchester County Committee of the Independence Party is a constituted committee as defined by the Election Law §14-100(3). The Westchester Independence Club is not a constituted committee; it is a political committee as defined in Election Law §14-100(1). Two different individuals, Mark Jordan and Vincent Zuccarelli filed reports for the period July, 2003 to January, 2004. The reports are not entirely consistent. For the period January, 2004 to July 2004 Mr. Jordan and Nivea Cavallo both filed reports. Again, the reports are not consistent. In each case the person filing the report claimed to be the Treasurer of the County Committee.
There are a few items to note about the County Committee reports. After July, 2002 there is virtually no political activity reported by the Committee. There are a few donations (including to the “Republican Club� and the Independence Party Club), some bank fees and $1,500 in payments to Mario Castaldo, the Chair of the County Committee. There is also a $1,000 unitemized contribution in the 32 day pre-general election, 2004 report. While it is possible that there was exactly that amount contributed in amounts of less than $100 each, it is more likely that this was a contribution that should have been itemized.
The Westchester Independence Club (the “Club�) statements present significantly greater problems. First, the Club files reports as “Housekeeping Account Only.� A housekeeping account is only for separate account maintained by party or constituted committees for “non-candidate expenditures� which are defined as “expenditures made by a party committee or constituted committee to maintain a permanent headquarters and staff and carry on ordinary party activities not promoting the candidacy of specific candidates.� Election Law §14-100(5). The Club is not entitled to maintain a housekeeping account since it is not a Constituted Committee or a Party Committee. The Westchester County Committee of the Independence Party fulfills that position. In addition, many of the expenditures appear to be campaign and candidate related – activities that may not be made with housekeeping funds.
Significantly, none of the expenditures reported on the Club’s statements list the address of the payee as required by Election Law §14-102. As is discussed later, this makes it impossible to verify the veracity of the report, or in many cases, the identity of the payee.
Most importantly, the statements do suggest that Club funds may have been used as a “private piggy bank� by the leaders of the Westchester County Independence Party. A few examples should suffice.
There are payments to American Express in excess of $94,000 (see schedule “A� attached). These expenses are listed for “office,� “office – household,� “office-housekeeping,� and in one case each for “supplies� and “campaign expenses.� There is no itemization of any of these expenses and they continue month after month in four-figure amounts even during times when there are no campaigns going on.
There are multiple payments to and entity identified as “Executive Star� and “Executive Star Mailing Services� in excess of $30,000 (see schedule “B� attached). There is no address listed for Executive Star in the reports and there is no telephone listing for such an entity in either the white or yellow pages of the telephone directory. The payments may have been made to Frank DiPaolo who is closely associated with the party leadership. In addition, many of the payments were for “print-ads� or “print mail.� Yet the Club filed no ads or literature with the Westchester County Board of Elections. Election Law §14-106 provides that
The statements required to be filed under the provisions of this article next succeeding a primary, general or special election shall be accompanied by a facsimile or copy of all advertisements, pamphlets, circulars, flyers, brochures, letterheads and other printed matter purchased or produced and a schedule of all radio or television time, and scripts used therein, purchased in connection with such election by or under the authority of the person filing the statement or the committee or the person on whose behalf it is filed, as the case may be.
In addition to the payments to Executive Star noted above there were additional payments in excess of $139,000 for other ads or literature although none was filed with the Board of Elections. This included expenditures listed for “print ads,� “literature,� “advertising� and “TV ads� (see schedule “C� attached).
There were also payments to Mario Castaldo, the Chair of the Westchester County Committee of the Independence Party in excess of $10,000 including payments for “rent� on July 25, 2002 ($5,200), April 13, 2003 ($2,000) and May 21, 2003 ($2,000); payments to “cash� for “supplies� in March, April and May, 2002 in the amount of $1,830 (always in round dollar amounts) even though there were payments for “supplies� during the same period in excess of $3,000; and payments of tens of thousands of dollars to individuals with no addresses (and frequently with identical last names) in amounts ranging from less than $100 to $6,000 for “petitioning,� “campaign worker� and “clerical.� It is impossible to determine if any of these expenses are legitimate.
Finally, and most interestingly, there is a payment dated 5/10/05 to North Fork Bank in the amount of $27,285.61. The listed purpose is “Office-Housekeeping.� We can only speculate on what this payment was for.
Based on our review we recommend that this matter be referred to an agency with investigative and subpoena power giving the likelihood of criminal self-dealing and misappropriation of funds. We note that the current Westchester County District Attorney is listed as a contributor on the statements and that the Independence Party endorsed her and she ran on their line in her recent election.

Rich Calder of the Westchester County Journal News obtained a database of Yonkers parking citations and found that politically connected developer Joseph Spiezio III had 38 of 42 tickets dismissed by city hearing examiners, often on the grounds that he was on “official business” within Yonkers. “Addressing the dismissed tickets, Spiezio said Friday that he deserved special treatment from the city because he has been ‘the catalyst’ for revitalizing the Yonkers downtown waterfront.”

Interim County Committee of Westchester Independence Party Thwarted
MAMARONECK, NY – December 29, 2006 – Standing before an auto body shop / law office doubling as Westchester County Independence Committee Headquarters, Giulio Cavallo and Mario Castaldo were served an Order to Show Cause, witnessed by a Mamaroneck Police Officer, that was physically thrown before their feet. The Order to Show Cause was issued by Supreme Court Justice Nicholas Colabella based upon alleged foreknowledge that an Interim County Committee (ICO) had been called to order by letter weeks before for December 28, 2006, at the 519 Waverly Street address. The Order to Show Cause restrained Giulio Cavallo, Dhyalma Vasquez, Mario Castaldo, and all others that may, or had been involved in taking any steps to form an Interim County Committee (ICO) of the Westchester County Independence Party under the provisions of State Committee Rules. Service was rendered to Cavallo, and Castaldo. Also present was Doug Colety, Westchester County Republican Executive Committee Member and New Rochelle GOP Chairman, and an unknown auto mechanic.

The Cavallo money trail must be investigated.
The Yonkers Insider is calling on Law Enforcement agencies and other Government agencies with the authority to investigate the Cavallo money trail. There needs to be an inquiry into Cavallo’s money fund, which is The Westchester Independence Club. Did Cavallo use contributions to this group for personal use? Also is the State GOP funding his appeal to try and stop a legal re-org? This must thoroughly investigated by the proper law enforcement entities and if it is found the State GOP is funding his appeals in attempt to help Cavallo hold onto power, those State Republicans should be held accountable. Also look at the candidates who gave to The Westchester Independence Club? Were any Maximum contribution amounts to a certain committee violated by Judicial or other candidates. Cavallo calls himself a kingmaker of the Judges and also the kingmaker in other races as well. His cooperative coalition with Republicans like Zehy Jereis and Doug Colety is troubling. In light of the effect of Rob Astorino and Rory Bellantoni getting past over by the Independence Party. Has Cavallo steered money to Jereis and Colety, as part of their deals? This criminal organization of Cavallo, Jereis, Colety, Vazquez, Castaldo and countless others must be investigated by law enforcement and stopped. Also John Ciampoli, who also describes as the advisor for “Team Corruption”. He stood by, while Team Corruption attempted to do their illegal activities. Mr. Ciampoli does have higher power to answer to, he is an officer of the court and that is a higher power. Ciampoli’s conduct must be looked at by the Grievance Committee of the 9th Judicial District. The Yonkers Insider will continue to ask the tough questions and look into these most important issues. The Yonkers Insider wants to know after looking at the decision in this case of where, Team Corruption suffered a devastating loss in court. It says that John Ciampoli was the adviser of Team Corruption. Doesn’t Ciampoli have a higher ethical standard, since he is an officer of the court. The Yonkers Insider thinks that the Grievance Committee for the Ninth Judicial District should be asked by citizens to look into the actions of Ciampoli and Parisi as well.
Don’t also forget the testimony of Doug Colety and Dhylama Vazquez of which was questionable testimony at best and perjury at worst. Did Ciampoli advise team corruption to act with this kind of behavior and conduct??? Did Ciampoli as an adviser stand by and watch this corruption and also be an officer of the court? The officer of the court duty is a powerful duty and it is time for Ciampoli to be held accountable for his actions. This needs to be thoroughly investigated by the proper authorities.
Don’t forget also in the record: That Mario Castaldo testified that he never interviewed candidates for the Ind Party Line. What was the selection process of candidates with Cavallo’s Team of Corruption in the Independence Party? The Westchester Integrity Committee will change this, when they take over the party. It will be done in an open and transparent way. It will not be done in the Backrooms.

I have read several articles on a person that you have been reporting on for the past year or so. It is a man vested in Westchester Politics and is most certainly a questionable character. He claims he is a well connected politically and he is a Doctor. As you will see he is not any of the them!
I was a small local contractor in Sharon, Connecticut. I was hired by Gulius Cavallo to clear a piece of property approximately 6.5 acres, build a road and a bridge for the construction of his new home. After that was completed he then contracted me to build a new home for himself and his wife Carmela.
The first payment I received from Cavallo was returned because of insufficient funds twice and did not become available until two weeks later, when new checks were issued.
He explained that the mortgage company would only release certain amount of funds as the project progressed. I agreed to let my payments slow down so as we could pay the subs on the job. He was not using any of his money or did not have any?
As time went by, Mr. Cavallo made numerous changes to the property and the proposed home, subcontractor payments were slower and on some occasions the checks they received bounced. My payments at one point became extinct due to lack of funds by him and his lender refused to extend themselves any further.
At this point Cavallo started promising me all forms of commercial work in NY State. He met me one day with two brothers that he claimed were his partners and also his nephews? He also stated that they would be in charge of his home and were going to make it much bigger. He explained that it was being done by them for a political favor they owed him.
He just kept telling me in order to scare me that he controlled the Westchester District Attorney and he handled these two brothers legal problems or the brothers would have been indicted by the DA for a bunch of criminal activity. I do not know these guys nor wish to know them, but they appeared to be very very shady.
At this point one of the brothers tried to offer me small payments every week in cash. They wanted to meet at one of there Connecticut restaurants for the money weekly and it seemed illegal between what Cavallo said and now the money! I refused and said absolutely no and I want my full payment from Cavallo or I will lien the property.
I did some looking around these two brothers because everything now that Cavallo and these two men told were completely false and these two brothers were from New York and in Bankruptcy and in serious legal problems. They were Gus and Tom Gianopolous and owned a lot of Dunkin Donuts and Bennigans Restaurants. I found this amazing that this was even going on.
I asked Cavallo to pay me in full for the work completed up to date and let thses two guys that had no idea what was going on to complete the work. He said he did not have the money and they would pay. After a few weeks of this, I then liened the property. I will provde a copy of the lien for you records.
After a month or so, I also received a letter from a law firm he used claiming I owed him money and he had this law firm send letters to some of the subs claiming that I had been removed from the property for misappropriation of funds. I recognized the name as a person that Cavallo said would do what he asked him because he wanted to be a judge!
Mr. Cavallo tried to continue with these two men and obviously the job stopped and remains a complete eyesore in the Town. The property is located at 95 Main Street, Sharon, Connecticut. The home remains unfinished and the house half framed.
I’m writing this letter because this man in my opinion is corrupt and uses people’s names like, Spano, Pirro and Judges that he controls. This man cost me my business, my home and I will not let him get away with it and retained counsel. He cannot silence me and he will not get away with this. He uses people’s names and they will be in trouble also and may have nothing to do with this man and that was the purpose of this letter.
I read a few articles when I google.com his name and I want the FBI and the DA to look into this man and you will see what he is all about. He also carries a weapon and he has NO license in the state of Connecticut for a gun and he brags how he could get me a gun permit, full carry!. He try to tell me he is a Doctor and tried to tell me about medical conditions and he always carried prescription samples he gets for people. He is not a Doctor and has NO license!
This man is a fraud and must be stopped and I am alittle guy that has losrt enough, so I am writing you in an attempt to make you and the rest of the people aware of this man.
This is my opinion of the facts and circumstances that occured to me.

PUBLIC CORRUPTION INITIATIVE INTENDED FOR SCUM LIKE TEAM CORRUPTION!!!
MICHAEL J. GARCIA, the United States Attorney for the Southern District of New York, and MARK J. MERSHON, the Assistant Director in Charge of the FBI New York Field Office, announced today that the federal government is stepping up efforts to investigate and prosecute public corruption in Westchester, Rockland, Putnam, Dutchess, Orange and Sullivan Counties.
The initiative will include the commitment of significant additional joint resources by the U.S. Attorney’s Office and the FBI, according to Mr. GARCIA and Mr. MERSHON.
As part of the effort, they announced the creation of a corruption hotline – 1-877-ENDGRAFT (1-877-363-4723)– through which members of the public can call and report potential abuses of the public trust by public officials.
Mr. GARCIA stated: “By setting up this hotline, we seek to encourage citizens to report abuses by public officials, with the knowledge that we will take appropriate follow-up action.
The hotline is the latest example of the federal government’s commitment to a partnership with the public to expose corruption at all levels of government.
Mr. MERSHON stated: “Rooting out public corruption remains a priority of the FBI nationally and in the New York region, because it is fundamental to maintaining public confidence in our elected and appointed officials. Those who govern in a democracy are supposed to act in the best interests of the people, not engage in self-dealing motivated by self interest. Most government officials conduct themselves with honesty and integrity, as do most people, generally. But we would no sooner reduce our vigilance over public corruption than
a rational community would disband its police force.�

John “Jack� O’Toole, of 7 Grosbeak Road, Yonkers, NY, a registered Republican, claims to be the spokesperson for Giulio Cavallo and the Westchester County Independence Party and Club. What did he get himself into this time?
On April 26, 2006, on the steps of the Federal Court House, Jack O’Toole was visibly baffled by questions posed by Tracy Everson of Channel 12 News Westchester. When asked about the financial disclosure filings and glaring housekeeping accounts filed by Giulio Cavallo he was obviously stunned, stumbling over his words. Imagine a spokesperson speechless.
Jack O’Toole has a long relationship with corrupt public officials and party bosses. To name a few, convicted felon and ex-state Senator Guy Velella, listed Westchester Independence Party boss Mario Castaldo, convicted felons and Independence Party district leaders brothers Gus and Tom Gianopoulos from North Salem, disbarred attorney and executive committee member Moses Rambarran, and of course, Giulio Cavallo.
When it comes to finances, Jack O’Toole is no stranger to evading the law and fits the mold of the persons mentioned above. Research had found Jack O’Toole has a Civil Judgment filed against him in March 1998 for $31,576.00 and a NYS Tax lien and judgment filed against him in December 2004 for $3,694.00. It appears “Birds of a feather flock together.” Did Cavallo bail O’Toole out with tainted, political donations through housekeeping accounts? Did he get him a state job?
Can’t the Independence Party get anybody else to answer simple questions? Allegedly, Doug Colety, New Rochelle GOP Chairman and member of the GOP Executive Committee is replacing the bewildered O’Toole this month as the new spokesman. Colety may be up to the job since he has been seen numerous times in the company of Giulio Cavallo and convicted felon Gus Gianopoulous, most notably at Jeanine Pirro’s fundraiser in 2005 courtesy of Channel 12 News Westchester (Watch the Channel 12 News Westchester Video on our Web site @ http://www.westchesterintegrity.com). Colety has repeatedly been called the “chauffeur” due to the frequent sightings of Colety driving Giulio Cavallo from place to place all over the county. Allegedly, Colety’s aspirations include reorganizing the Westchester GOP and ousting current GOP Chairwoman Rosemarie Panio. GOP sources indicate he has the support of several GOP town leaders including the outspoken and notorious Zehy Jereis of Yonkers, who unsuccessfully organized a coup against Panio last year, and North Castle GOP Chairman Kevin Eccleston.
The Westchester Integrity Committee continues to call upon the US Attorney, State Attorney General and Westchester County DA to vigorously investigate the obvious political corruption taking place here in Westchester County within the Independence Party and Club and its associates.
Stay tuned. Further investigation between Doug Colety and Giulio Cavallo’s business dealings related to various political housekeeping accounts and movement of monies with known convicted felons is pending.

Lost opportunity for judicial reform in New York state

Imagine that your legal rights before a court of law were dependent on how much money your lawyer gave to the judge hearing your case. How much is enough to get you the outcome you want – $100? $250? $500? Will $1,000 bring justice your way?
Unfortunately, in New York state this brand of money justice is closer to reality than something more pristine, and as recent opinion polls show, it is overwhelmingly the public’s perception, too.
This past month, a group made up of leaders of more than 40 metropolitan-area bar associations, including the Westchester County Bar Association, rejected a series of recommendations made by a blue-ribbon commission designed to build public confidence in the way judges are elected in New York state. Their opposition is unfortunate and signals another lost opportunity to seize the momentum for reform and address the growing influence of campaign contributions in our elected judicial system.
The Commission to Promote Public Confidence in Judicial Elections was established by Chief Judge Judith Kaye after a spate of scandals was brought to public attention, revealing a system rife with instances of corrupt judges, bribery, cash and gifts in exchange for appointments and referrals, and other unseemly practices. In one instance, a Brooklyn judge was captured on videotape accepting a box of cigars and a $1,000 referral fee from a lawyer with cases before him.
These incidents have prompted vociferous calls to switch from the current system, in which state and county judges are elected to the bench, to an appointed system. But that would not remove politics from the process and would surely result in more cronyism in the selection of judges. Discounting the elected system would eliminate the most potent means of maintaining some accountability over our judges, whose decisions in criminal and civil matters can course right through the center of our lives.
A better course of reform would be to embrace some of the recommendations that would put into place an absolute fire wall between large contributors to judicial candidates and the judges receiving those contributions toward their election or re-election.
The commission made two key recommendations toward reforming the campaign-contribution rules: first, to require the recusal of judges who have accepted more than $500 in campaign contributions over a five-year period from lawyers who appear before them; second, to establish a mandatory disclosure rule for campaign contributions whereby judicial candidates would be required to file their campaign-financial disclosure reports in a searchable electronic format.
While in Westchester and the 9th Judicial District – encompassing Westchester, Orange, Rockland, Putnam and Dutchess counties – our judges by and large have exercised judgment and restraint in the conduct and financing of their campaigns, inevitably there will be an overreaching for campaign contributions, particularly by sitting judges in their efforts to stay in office. In judicial politics in New York state, it is best to assume absolute power corrupts absolutely. Indeed, recently a senior 9th Judicial District judge held a $1,000-per-person fund-raiser toward his 2004 re-election campaign, a staggering amount bound to infect the integrity of the judicial system. It only highlights, dramatically, the need to put in place controls in the campaign contribution system for judges.
We should also prohibit judges who are up for re-election from hearing election-law cases since that gives a judge tremendous leverage over political parties and their leaders.
Our judicial system is too important not to aim to perfect the way we elect our judges. The commission has made recommendations that would go a long way toward limiting the influence of campaign contributions in the judicial system. These recommendations deserve the utmost consideration.
In the meantime, our judges should recognize that the way they conduct their campaigns has a direct bearing on the public’s confidence in the judicial branch, and should make all efforts not only to strictly follow the current campaign-finance rules, but also to think twice about their campaign activities and the way the public perceives them.
As the commission has recognized, “Without public confidence, the judicial branch could not function.”

FEC Tells Spencer to Clean Up Financials
The Federal Elections Commission has written a letter to U.S Senate candidate John D. Spencer (actually, the letter is addressed to his campaign treasurer) asking the campaign to clean up his financial disclosures. First reported by Ben Smith over at The Daily Politics, the letter outlines a number of areas where Spencer’s campaign was a little deficient in their federal campaign filing. A copy can be downloaded here.
The letter states that the campaign didn’t itemize certain expenditures on the proper forms; that their totals in terms of receipts was off; they didn’t outline their entire list of expenditures (more than $500,000 worth of expenses aren’t itemized); and that they’ve haven’t done a good enough job getting some background information on some campaign donators.
Outside of the expense lack of reporting, this letter really isn’t anything major. They (meaning Chris Spring, Spencer’s brother in law and a soon-to-be-a-leader in a new bank headquartered in Westchester County) have to do a better job filling out those forms.

and the financing of their campaings…for the most part

We have reviewed the Board of Elections Disclosure Statements filed with the Westchester County Board of Elections by the Westchester County Committee of the Independence Party from January, 2002 through January 2006 and the Westchester Independence Club from January, 2001 through January 2006. We have found a number of irregularities and some significant activity that may indicate criminal violations. We will present some general comments, then discuss the irregularities and then the potential criminal violations.
The Westchester County Committee of the Independence Party is a constituted committee as defined by the Election Law §14-100(3). The Westchester Independence Club is not a constituted committee; it is a political committee as defined in Election Law §14-100(1). Two different individuals, Mark Jordan and Vincent Zuccarelli filed reports for the period July, 2003 to January, 2004. The reports are not entirely consistent. For the period January, 2004 to July 2004 Mr. Jordan and Nivea Cavallo both filed reports. Again, the reports are not consistent. In each case the person filing the report claimed to be the Treasurer of the County Committee.
There are a few items to note about the County Committee reports. After July, 2002 there is virtually no political activity reported by the Committee. There are a few donations (including to the “Republican Club� and the Independence Party Club), some bank fees and $1,500 in payments to Mario Castaldo, the Chair of the County Committee. There is also a $1,000 unitemized contribution in the 32 day pre-general election, 2004 report. While it is possible that there was exactly that amount contributed in amounts of less than $100 each, it is more likely that this was a contribution that should have been itemized.
The Westchester Independence Club (the “Club�) statements present significantly greater problems. First, the Club files reports as “Housekeeping Account Only.� A housekeeping account is only for separate account maintained by party or constituted committees for “non-candidate expenditures� which are defined as “expenditures made by a party committee or constituted committee to maintain a permanent headquarters and staff and carry on ordinary party activities not promoting the candidacy of specific candidates.� Election Law §14-100(5). The Club is not entitled to maintain a housekeeping account since it is not a Constituted Committee or a Party Committee. The Westchester County Committee of the Independence Party fulfills that position. In addition, many of the expenditures appear to be campaign and candidate related – activities that may not be made with housekeeping funds.
Significantly, none of the expenditures reported on the Club’s statements list the address of the payee as required by Election Law §14-102. As is discussed later, this makes it impossible to verify the veracity of the report, or in many cases, the identity of the payee.
Most importantly, the statements do suggest that Club funds may have been used as a “private piggy bank� by the leaders of the Westchester County Independence Party. A few examples should suffice.
There are payments to American Express in excess of $94,000 (see schedule “A� attached). These expenses are listed for “office,� “office – household,� “office-housekeeping,� and in one case each for “supplies� and “campaign expenses.� There is no itemization of any of these expenses and they continue month after month in four-figure amounts even during times when there are no campaigns going on.
There are multiple payments to and entity identified as “Executive Star� and “Executive Star Mailing Services� in excess of $30,000 (see schedule “B� attached). There is no address listed for Executive Star in the reports and there is no telephone listing for such an entity in either the white or yellow pages of the telephone directory. The payments may have been made to Frank DiPaolo who is closely associated with the party leadership. In addition, many of the payments were for “print-ads� or “print mail.� Yet the Club filed no ads or literature with the Westchester County Board of Elections. Election Law §14-106 provides that
The statements required to be filed under the provisions of this article next succeeding a primary, general or special election shall be accompanied by a facsimile or copy of all advertisements, pamphlets, circulars, flyers, brochures, letterheads and other printed matter purchased or produced and a schedule of all radio or television time, and scripts used therein, purchased in connection with such election by or under the authority of the person filing the statement or the committee or the person on whose behalf it is filed, as the case may be.
In addition to the payments to Executive Star noted above there were additional payments in excess of $139,000 for other ads or literature although none was filed with the Board of Elections. This included expenditures listed for “print ads,� “literature,� “advertising� and “TV ads� (see schedule “C� attached).
There were also payments to Mario Castaldo, the Chair of the Westchester County Committee of the Independence Party in excess of $10,000 including payments for “rent� on July 25, 2002 ($5,200), April 13, 2003 ($2,000) and May 21, 2003 ($2,000); payments to “cash� for “supplies� in March, April and May, 2002 in the amount of $1,830 (always in round dollar amounts) even though there were payments for “supplies� during the same period in excess of $3,000; and payments of tens of thousands of dollars to individuals with no addresses (and frequently with identical last names) in amounts ranging from less than $100 to $6,000 for “petitioning,� “campaign worker� and “clerical.� It is impossible to determine if any of these expenses are legitimate.
Finally, and most interestingly, there is a payment dated 5/10/05 to North Fork Bank in the amount of $27,285.61. The listed purpose is “Office-Housekeeping.� We can only speculate on what this payment was for.
Based on our review we recommend that this matter be referred to an agency with investigative and subpoena power giving the likelihood of criminal self-dealing and misappropriation of funds. We note that the current Westchester County District Attorney is listed as a contributor on the statements and that the Independence Party endorsed her and she ran on their line in her recent election.

Westchester Integrity Committee calls to task Mario Castaldo
YONKERS, NY—April 20, 2006—“Running a politcal party is a major undertaking and having a true, elected leader that understands the process is critical to the Party’s health” stated Nader J. Sayegh, Esq., who is the registered founding member of the Westchester Independence Party, Westchester Integrity Committee , and candidate for the 35th Senate District challenging incumbent Senator Nick Spano.
“Mario Castaldo, the “listed” Chairman of the Westchester Independence Party, is not involved in the process, alienates himself from the members of the party, and acts only on orders from Giulio Cavallo. Mario is a retired auto mechanic who operates a repair shop located at 519 Waverly Avenue in Mamaroneck, NY. It is also coincidentally the headquarters for the Westchester Independence Party.â€?
An investigation by members of the party have discovered that Mario is essentially an inactive Chairman and member of the Party. Does Mario Castaldo understand the tremendous responsibility and accountability such a position holds? It is apparent, Giulio Cavallo has insulated himself by hand picking a person who will not question his role as Chairman. Does Giulio Cavallo have something on Castaldo? Does Mario realize he has exposed himself to being held accountable for the actions of Giulio Cavallo under his title as Chairman? A further investigation into the background of each and every member of the executive committee has been commenced to verify the current committee and those findings will be released in the next 24 hours. Lawsuits are planned on behalf of Independence Party members against every listed executive committee member and officer to hold them accountable for their actions as well as those of Giulio Cavallo.
A press conference is scheduled for April 26, 2006, at 1PM on the Federal Court House steps in White Plains to call upon USA Michael Garcia to investigate the Independence Party and its operations as well as Giulio Cavallo’s duel role and actions with the County Committee and “Club”, and the role of each and every member of the “hand pickedâ€? executive committee.
It is clear, the process of selecting candidates for the executive committee under the so-called Chairman Mario Castaldo, violates the law and therefore we call for the immediate resignation of Mario Castaldo.
Sayegh said, “I welcome an open debate with Mario Castaldo on the issues to show the people that he is truly not the Chairman but really just a “hand pickedâ€? figure-head so Giulio Cavallo can deflect attention away from his alleged illegal and unethical activities of selling endorsements to the highest bidder.â€?
In closing, he said, “this party was established to be operated truthfully and legally and represent the entire Independence population and not just absolute control by Cavallo that leads to absolute corruption.”

We call upon the New York State Ethics Commission to conduct an investigation into the use and miss-use of funds and various political favors benefiting the Westchester Independence Party and the Westchester Independence Club that is chaired and headed by Giulio Cavallo.
The place to start is with the Financial Disclosures of the Party and the Club filed at the Westchester County Board of Elections. The Independence Club has amassed considerable amounts of money, with none going towards any candidate, and expenditures that appear to be suspect at best. They do not support Independence candidates!
We have discovered many contributions from candidates from both democrats and republicans alike, but the most glaring and significant ones are the two (2) contributions in October 2004 from the New York State Republican Senate Committee totaling $42,000 to the Independence Club, not the Party.
We also found an expense that included $27,000.00 to North Fork Bank and it was marked “housekeeping�. The disclosure is filled with American Express bills as well, and all of these expenditures need to be investigated.
This year GOP State Senator Serafin Maltise from Queens has added Giulio Cavallo to his payroll for an estimated $50,000 a year as a part-time consultant for medical and Italian issues. This only bolsters the fact that the New York State Republican Committee is again attempting to acquire the Independence Party’s endorsement of Senator Nick Spano, a Republican. How can he be a consultant for medical issues if he is not a licensed medical doctor, or is this a no-show job to curry political favor?
Mr. Cavallo for several years now has used his power and influence to negotiate deals for not only judicial candidates wishing to seek his party’s endorsement for Supreme and County Court other candidates in the county of Westchester.
Mr. Cavallo does this by frequently throwing lavish fundraisers, expecting all candidates, incumbents and otherwise, to not only buys one or two tickets, but at times tables as well. All the funds raised by these fundraisers go to the Independence Club, not the party.
It is clear that Giulio Cavallo has been acting with dual roles in the Party and the Club. He also calls himself a medical doctor. We have contacted the NYS Dept of Education and confirmed that he is not licensed or registered as a medical doctor. We will ask that the NYS Education Dept conduct an investigation as well.

After having the opportunity to review your press release with my committee it is our opinion that either you are absolutely not aware of anything going on in Westchester County or you are part of the circle of corruption under the current leadership of Giulio Cavallo.
It is also very obvious by the attendance at the press conference, the few people there, which included Giulio Cavallo and Mario Castaldo, do not represent the Westchester Independence voters. Your press conference was a sham and not worthy of even the news media. The residents of Westchester and the politicians know about Cavallo. It is the job of my committee to continue to educate the Independence voters.

As a state Chairman, you have an obligation to investigate complaints with respect to County Independence Committees and to oversee and review allegations of corruption.

We have diligently contacted Federal, State and County law enforcement about the unlawful acts of Cavallo and Company. We will continue to do so daily until justice is served and the Party is back in the hands of honest, good-willed people who truly represent the Independence Party members.
Your baseless allegation and personal attack on my character is totally unfounded. I will not dignify your shallow accusations with a response.
Your conclusion about my involvement with Ms. Fulani is completely false; however you should mention that you became state Chairman with the assistance of Ms. Fulani. I was, during that time, aligned with Jack Essenberg or did you forget that part of the story?

There are numerous questions surrounding the way the entire county Party functions. We are planning to file an action before the petition process is complete to freeze the Westchester Independence Committee from issuing a Wilson – Pakula to any candidate. Our Committee has obtained numerous FOIL requests to make our claims unequivocally clear to any judge that reads our contemplated action.
I welcome and will make myself available to any inquiry by any law enforcement agency.
I ask you Chairman MacKay, Giulio Cavallo and Mario Castaldo to review the following points and reply to each;
Has the state Committee approved and reviewed the current by-laws, District Leaders and Executive Committee Members of the Westchester Independence Committee and the way Cavallo, not Castaldo, has set up?
Are you aware Mario Castaldo (listed Chairman) is never available to meet with any candidates and is never allowed to the interview process, if any, of potential candidates? All deals are cut by Giulio Cavallo alone and all the candidates must meet with him, one on one. Is this acceptable to you? Is this fair to the Independence Party members?
Are you aware Giulio Cavallo is not a M.D.? Are you aware he uses the title on Independence Party literature? Our research with the NYS Department of Education has found Cavallo is not licensed or registered as a M.D. in New York State. This is clearly a fraud.
Are you aware of his unethical conduct towards elected officials in this County because he wields control of the Independence County line endorsement? Do you know Cavallo degrades and disrespects judges and senators openly in the public eye?
How about the Financial Disclosures of the Party and the Club filed at the Westchester County Board of Elections. The Independence Club has amassed considerable amounts of money over the years, with none going towards any candidate or even a primary? Not one Independence candidate has ever been given the endorsement and several have requested it. The expenditures and review of his American Express card are outrageous and should be clearly reviewed and investigated to see that he personally wined and dined using contribution monies for candidates. Who was present during elaborate dinners?

Why does a judge donate $5,000 to an event when the legal limit is two tickets?
Mr. MacKay, do you know Giulio Cavallo is now employed as a legislative aide to senator Maltese from Queens at another “no show” job costing the taxpayers $50,000 per year? Yes, a Republican Senator hired him to work on Italian and medical issues. The Senator’s staff, when questioned, did not even hear of him?
Mr. MacKay, do you know Giulio Cavallo has appointed, without the consent of the members, people to his executive committee who do not even live in this state! Look at the true residency of Michael Gianopoulos from North Salem, the father of Gus and Tom Gianopoulos who plead guilty to Federal crimes and are awaiting sentencing. Gus and Tom were frequent Cavallo supporters, business associates and Cavallo’s right hand men until the Federal authorities caught up with them. What is more shocking is that they still attended political functions as leaders with Cavallo after they were indicted and awaiting sentencing. Is this the type of organization you endorse that represents the Independence voter here in Westchester? I beg to differ!
Mr. MacKay, what are you going to do for the Independence Party members here in Westchester County? You stand by this individual in front of a State Court House to support who and for what?

Corruption inquiries to increase

Federal authorities have created a toll-free public corruption hotline. The number is 877-363-4723.
HARTSDALE  Federal authorities intend to step up efforts to uncover public corruption in Westchester, Rockland, Putnam and three other suburban counties.
U.S. Attorney Michael Garcia made the announcement during remarks to the Scarsdale League of Women Voters at a luncheon yesterday at the Scarsdale Golf Club. The large pools of federal funds and developers’ dollars that circulate through the 170 cities, towns, and villages in the suburbs make for a tempting trough for government officials, he said.
“Here, billions of dollars are spent on private development through projects that require government involvement at all levels,” he said. “In this environment, there is risk and there is opportunity for corruption. We must take a hard look.”
Garcia said he was not calling for indictments, noting that other prosecutors have been rebuked for such comments.
“I want to take a hard look to make sure it isn’t there where it isn’t there,” he said. “Where we don’t find it, great. We shut down and we move on. But where we find it, we investigate and we prosecute.”
The U.S. Attorney’s Office has established a toll-free hotline for people to report possible incidents of public corruption.
“We want the public to know we’re there,” he said.
The hotline will be manned by members of the FBI’s White Plains office.
“We are looking for any help we can get from the public,” said Steven Garfinkel, the FBI supervisory agent in charge of the White Plains office’s public corruption and white collar investigations.
Garcia has tapped Assistant U.S. Attorney Perry Carbone to head up public corruption prosecutions in the northern suburbs. Carbone prosecuted former Yonkers Democratic Party boss Ralph Arred on tax charges. He also prosecuted public corruption cases for 10 years in New Jersey, including the case of former Essex County Executive James Treffinger, a two-time Republican candidate for U.S. Senate.
Garcia also said he will assign prosecutors from Manhattan to work on public corruption cases in the suburbs as needed.
“We’ll be able to focus resources in an area where I think we can make a difference,” Garcia said.
