On display
This is more of a local Albany note. But for those interested in making a trip, the Spitzer administration will open the Capitol on Sunday for a public viewing of President Abraham Lincoln’s hand-written draft of the Emancipation Proclamation.
The New York State Archives has owned the document since 1865, when the draft was auctioned off to help raise money for hospital care of Union troops, Gov. Eliot Spitzer said. It goes on display every once in a while, the last time in 2002, officials said.
Along with Lincoln’s writing, it features editing marks by William Seward, his Secretary of State and a former NY governor. The event is schuduled from noon to 4 p.m. Other rooms of the Capitol also will be opened.

Actually, the New York State Library (rather than the State Archives) owns the preliminary Emancipation Proclamation.
