Empire state’s answer to Condi Rice
  The state Senate today confirmed a new secretary of state and no, she doesn’t go by Condi.
   She is Lorraine Cortez Vazquez, a former president of the state Hispanic Federation, a former executive with Cablevision and chief of staff to Assemblyman Roberto Ramirez of the Bronx.
   And no, she won’t be going on extended trips to other states to lead New York’s diplomatic efforts. The Department of State in Albany is a catch-all agency, in charge of things like relations with local governments, the open-meetings and freedom-of-information laws, business records and coordinating firefighting programs.
