Schools struggle as lawmakers negotiate
  As lawmakers continued to negotiate a budget today that would add more than $1.4 billion to school spending in 2007-08, the Education Department released its latest list of low-performing schools that are in danger of being closed. Most of the new state aid would go to poor districts, and Gov. Eliot Spitzer has proposed tougher accountability standards for those that do not boost student performance (possibly even firing a superintendent or getting rid of a school board).
  The number of Schools Under Registration Review, as the troubled schools are called, is rising, according to Education Commissioner Richard Mills. He announced the state is adding 20 to the list and removing eight. Nine newly added schools are in New York City, three each in Buffalo, Syracuse and Rochester, one in Yonkers and one on Long Island. That’s five more than were added in 2006. The new total is 65 under review, with 35 of those in New York City. The Yonkers school is Commerce Middle School for low math performance.
  Of the eight removed, one is in Yonkers and the others are in New York City and on Long Island. Roosevelt High School in Yonkers, which has been under review since 2004, was removed.
