Leaders debate “chronic criminal” bill

Gov. Eliot Spitzer and legislative leaders say they’re near agreement on expanding the DNA crime database. But they ran into trouble on a proposal to enact a “chronic criminal law’’ that would mandate jail time for someone convicted of four “Class A” misdemeanors in a decade.
In this clip, Assembly Speaker Sheldon Silver, D-Manhattan, says it’s too broad, sparking debate with Sen. Frank Padavan, R-Queens, and Senate Majority Leader Joseph Bruno, R-Rensselaer County.
