Brodsky to propose Empire Zone bill

Assemblyman Richard Brodsky, D-Greenburgh, is holding a press conference at noon today to announce what he describes as “sweeping Empire Zone reform legislation.”
Brodsky, chairman of the Committee on Corporations, Authorities, and Commissions, is expected to be joined by other legislators and “a broad coalition of consumer, labor, environmental, and other groups” at the event in Albany.
The proposal includes:
—Suspension of the program until a “thorough audit” is conducted—Capping tax breaks $10,000/year for every employee a company hires. —Allowing the State to recover monies from companies that do not live up to their job creation promises. —Stripping certification from any company that has reincorporated solely to receive EZ benefits. —New standards for receiving the benefits, including “greater health, environmental, safety, and labor standards” and a requirement participants pay a “prevailing wage.”
