		<description>The property tax cap is THE most important item. It&#039;s years late coming to NY, if it ever actually gets here.  It&#039;s worked well in Massachusetts.

Of course the &quot;Education Bureaucracy&quot; will scream to the
skies.  Too bad.  It continues to show bad results but 
still expects bigger and bigger rewards in terms of funding from local taxpayers.  In many districts, especially in the large cities, the public schools are disasters.  

But all the money in the world won&#039;t make them better.

That fact has been proved now for decades.  It&#039;s long past 
time to rein in the stifling and greedy education bureaucracy, which exists only to perpetuate itself.</description>
