Institutional and individual corruption and laziness sets in when they are there too long. The Founding Fathers never intended "public service" to be a full, life-long career. Besides, many of these Albany types (and others) only serve themselves, not the public. Establishing term limits should be a top agenda. The irony is that an unethical governor was trying to do an ad-hominem ethics job because he knew the ethics people wouldn't. Both sides are happy that the ethics people do nothing, but it affords them the incentive to do it themselves surreptitiously.
