		<description>non violent and drug related crimes have created a boom for prisons. there is no need to put all  all these people in jail. of course if you decriminalize possession of drugs and commute sentences you will put a lot of people out of work and closing prisons will be necessary. but then that would save money and who wants to do that ?</description>
