Gov: Fiscal situation is dire but wait until Tuesday for details

  Gov. David Paterson spoke briefly about his plans to give a statewide address tomorrow on the state’s growing fiscal crisis. The governor, who commented after a meeting of the New York City Financial Control Board, gave few details and said he wants to speak to New Yorkers personally due to the “severity of the situation.” He is planning to give a television address.  These are some questions he answered:
  Q-Can you give us a preview of your speech tomorrow?
  A-What I want to do is to address New Yorkers, we are hoping tomorrow in a live address so that I can say it once to all New Yorkers and therefore there will be no need to preview.
  Q-Is this a crisis and does the Legislature need to return to Albany?
  A-I am thinking that over and will come to a final determination tomorrow as to what is the best course to respond, but there is no secret that this is serious enough that I would like to address the public directly on this. When we know what time that will be, we will announce it shortly, and therefore thre will be no confusion about the gravity of the situation.
  Q-What kind of pain are people feeling…?
  A-Well, actually my concern is that people sitting in their homes already know what the pain is. I want to make sure that people in Albany understand as well.
  Q-What about the state’s Rainy Day Fund?
  A-Here I am going to be optimistic. Government adopted many of the perimeters for its spendingt and the practices for management imposed by the Financial Control Board on government in the 70s becasue government had been wasteful and executives in the city … did adopt a lot of those, and as difficult as the city is going to face some issues over the next few years, its leaders learned from its mistakes—lessons for leadership by executives from the city. What I feel is the state can follow in kind—state leaders are just as capable as leaders of the city in understanding the problem and also understanding that the response is to tackle the problem as quickly as possible.
