The gap isn't 630 mil, it is ENORMOUS. These cuts are cuts to PROPOSED ADDITIONAL SPENDING. The State will STILL spend boatloads of more money this fiscal year than last fiscal year - and with a tide of red ink and a storm of less income. Where is the cutting?
