		<description>Especially when you consider that they have many other ways to nefariously get their hands on money without the public ever knowing anything about it.  There&#039;s an old  (true) story about a big-time sports reporter for a large newspaper who was sent to cover the Super Bowl and put in his expense account  reimbursement request,  $75 for a Dallas Cowboy hat.  When the request for reimbursement was denied, in the next month&#039;s expenses list that he sent in for reimbursement, he wrote:  &quot;The hat&#039;s in there somewhere.  See if you can find it.&quot;</description>
