NY inspector general: investigator “shamelessly” broke laws

A state investigator violated suspects’ Miranda rights, ingested the narcotic Fentanyl while on duty and ran an unsafe undercover operation according to a report released today by state Inspector General Joseph Fisch. Louis Crisafi, 49, investigates illegal prescription drug distribution for the state Department of Health’s Bureau of Narcotics Enforcement in Manhattan.
“This employee is clearly unfit for a law-enforcement position, having shamelessly broken the laws and rules he was hired and pledged to uphold,” Fisch said.
The investigation into Crisafi was sparked by a New York Times article that reported he allegedly abused a police placard on a yellow Corvette he parked in Battery Park, Manhattan for more than a year. Crisafi also ran up $1,310 in parking fines on a state vehicle, Fisch’s report found.
Crusafi, who earns $58,000 a year, is facing disciplinary action on a series of alleged abuses, such as denying two suspects their right to an attorney. Crisafi drove a state car with a loaded weapon after eating an Actiq lollipop, which contains the highly addictive anesthetic Fentanyl, according to Fisch’s report.
Also according to the report, Crisafi sent officers on a dangerous undercover mission to investigate a drug sale they could not understand because they did not speak Spanish. Crisafi also could not verify having a GED and lied about having the required five years of experience for his job, the report said.
“Although the inspector general lacks the authority to impose, and normally does not recommend, specific disciplinary action to be taken against a state employee, one would be hard-pressed to justify the retention of Crisafi in state employment given the multiple instances of misconduct described in this report, for which Crisafi is openly unrepentant,” Fisch wrote in his report.

This “Inspector General” has a lot of un-begun or unfinished business. You never hear his name. Seems like he should have plenty on his plate, and plenty of publicity if he’s doing his job. Good work that he’s investigated this guy, but what’s new on about 5,000 other State mis, non, and mal-feasances?
This Inspector General is charged with conducting unbiased investigations and is suppossed to be a fact finder. Not only are these facts twisted to give his office publicity but they are not factual. A close look at this so called “investigation” and I challenge anyone to disagree. It is interesting how this “report” and the information put out to the media have told half truths/half the story. Well Mr. I.G. I know you are a political hack but rest assured you and your office WILL answer for this libelous and slanderous report in a real court of law-that is a promise.
Crisafi, you’re a hack. A drug addicted, drug dealing (and stealing), bullying, rights denying hack. You couldn’t hack it in HIGH SCHOOL so you dropped out. You couldn’t hack the core, so you ditched. You couldn’t handle your post in National City, CA, and they canned you. You couldn’t handle your family so you ran away from them. You couldn’t handle your job in NY, so you abused innocent people to try and make a name for yourself.
That report is honest and you know it. You know exactly what you did to those people. Your own partner ratted you out to the IG. What’s that say about you? How often to fellow cops VOLUNTARILY rat out other cops? Remember that Fentanyl Lollipop you were sucking on during my questioning? Or the 60 pills you stole from me? Or the false confession you wrote out for me, and initialed for me? Like the Miranda card you initialed for me?
I hope you end up in jail, with the same people whose lives you already ruined. I can’t believe you’re so unapologetic. You can’t possibly believe your innocence. I’m going to make it my mission to see that justice is served. And I’ve yet to fail any mission to which I’ve attempted. Good luck, Lou, cause you’ve got a train coming for you.

Do you really think you are going to capitilze on the incompetent “investigation” that this IG conducted. Well you have a few problems, First these guys never verified there information and simply repeated third party crap. They will be facing there own problems resulting from this bogus politically motivated report. More so, you were guilty as hell. Are you kidding. You actually got some Attorney to believe that I forged your signature and initials on your statements and Miranda. That I gave you drugs, that I did drugs in front of you, that I stole your drugs, you really got to be kidding. Has he-have you, any idea that forencics will prove you are full of crap. You got yourself a forum here but this is as far as you go. Get your life together, stop messing with drugs, and be aware that it is my Attorneys monitoring your continued libelous statements. Speak to that Attorney of yours, after you tell him the truth ask him if I can come after your butt in a civil action of my own. I feel sorry for you, you obviously thought you hit the gravy train. The justice you should have been issued was the prison cell you managed to avoid. You are to stupid to realize you simply got lucky because of the timing. I’m sure however, as your conduct has continued even after your arrest that a prison cell is in your future. crisafi is a criminal, not a cop. the iunspector general’s office, please reinterview all former sla and doh and doc personnel crisafi worked with and you will get all the dirt
