The only clout I can see is that these representatives, as with all of them throughout the State,  are clouting better deals for themselves and those entities that fund them.  As the Senate Majority Leader was quoted as saying to assembled lobbyists after eighteen holes:  &quot;You gotta pay to play.&quot;</description>
