WCA rips Ryan on budget statements
The Westchester County Association President William Mooney today blasted the county board chairman, saying Bill Ryan is “missing the mark” in his criticisms of WCA having outside auditors review the county’s $1.8 billion budget proposal.
“Mr. Ryan is quoted today as saying that accountants aren’t capable of being ‘qualitative’ in their thinking,” Mooney said. “That statement alone clearly shows how far removed he is from the realities of the business world.”
Mooney challenged Ryan’s assumption that WCA has no public policy focus. He said he hoped Ryan would take a “less antagonistic approach and seek to work collaboratively to assure Westchester’s future viability as a business location and place to live.”
In a story published today, Ryan said the budget matter wasn’t an accounting problem, but a public policy one. He said the tough choices aren’t what dollars to cut, but rather what services to slash. Read the story here.

Bill Mooney is rumored to have a nice, fat job waiting for him inside the Astorino Administration. A reward for his fine non-political political work.
Mooney has done a nice job with WCA and that organization has become much more thoughtful, independent and productive under his leadership. He is one of the least political people around and seems to always be about the issues. Donkey Darling must be upset that Mooney challenged the donkey-led county government for its 12 years of massive spending increases – almost $1 billion in added spending since O’Rourke walked out the door in 1997. Had Spano won the election, he would have surely doubled the county budget during his 16 years – something that would have seemed impossible when he started.
With all due respect to Rob Asterino, Mooney is not only correct, he, or someone of his ilk should be appointed to run the entire county.
Hey bob – ever look at what O’Rourke and the Republicans did for the 15 years they were in charge? They raised taxes, bob. They expanded govt, bob. They added cronies to the payroll, bob. It’s great to say it’s all the Democrats, but it’s been that way in Westchester under BOTH, repeat, BOTH parties.
And by the way: the last time County taxes went down? 1998 – 1999- 2000 (three years in a row) under the Democrats, bob. Sorry that a few facts got in the way of your political philosophy.
Oh yes, one more thing. when O’Rourke was Co Exec, he spent a lot of time criticizing the Dems in Albany under Governor Cuomo. Anyone wanna bet – within weeks, Co Exec Astorino will be blaming his inability to cut taxes on state mandates and on the Albany Dems, including soon-to-be-Gov Cuomo.
He’ll use the same arguments Andy Spano used. But because he’s a Republican, all the conservative blogger will cluck, cluck, “oh yes, it’s true, the County is stuck because of the State”. The same argument you rejected when used by A. Spano.
Trust me, some Democrats are getting just about sick and tired of the relentless Republican/Conservative carping about everything; when they Albany (Pataki), Washington (Bush) and White Plains, where were all those criticisms?

One more thing to mention is that the majority of digital cameras are available equipped with some sort of zoom lens that enables more or less of the scene to be included by way of ‘zooming’ in and out. These types of changes in focusing length usually are reflected within the viewfinder and on large display screen right at the back of the particular camera.
