Schumer: Obama budget includes aid to counties
Sen. Chuck Schumer says President Obama’s budget is a “mixed bag” for New Yorkers, but there is bipartisan support for expanding medical aid to counties.
In a conference call with reporters today, Schumer said there is support for an extension of FMAP, or Federal Medical Assistance Percentages, worth $150 million paid directly to counties. If approved, it’s an effective way to help governments and taxpayers fend off a financial crisis, he said.
“This gives some really needed relief,” he said. “It’s going to help counties avoid raising taxes and making layoffs.”
The money won’t go through Albany, either. It will be sent directly to counties. Westchester stands to get $19.9 million of the roughly $150 million allocated through the first six months of 2011.
When the money goes through Albany, Schumer said, it takes months to reach local governments and the state takes a cut.
Westchester County Executive Rob Astorino has projected a $60 million budget gap this year and possibly a larger one next year. He’s asked managers and commissioners to dig deep for savings and is calling on nonunion managers to pay 15 percent of their health care costs to help save money.
