Silver: Delaying Tax Refunds “Inappropriate”
Assembly Speaker Sheldon Silver called Gov. David Paterson’s decision to delay tax refund checks “inappropriate.”
“I think it’s wrong, and I think we’re going to have some legislation that will deal with that,” he said, reports Gannett’s Jon Campbell. “I don’t know if we can stop it now, but we can certainly stop it in the future.”
Lawmakers said they would seek to push legislation that would require the state to pay people their returns within 30 days, or the state would have to pay interest.This is money that is owed to the taxpayers. This is there money, not the state’s money.
“This is money that is owed to the taxpayers. This is there money, not the state’s money,” said Sen. George Winner, R-Elmira, who is sponsoring the legislation in the Senate.
Silver, meanwhile, said Paterson is still involved in the budget talks, and the two met and discussed the budget yesterday. Both Democrats and Republicans in Senate and Assembly are expected to finish up their internal talks this week, with budget resolutions expected to hit the Assembly floor next week, he said.
And Silver continued to indicate that the governor’s proposals to tax sugary beverages, sell wine in grocery stores and increases taxes on cigarettes are unlikely to get approved.
“The likelihood is there will be no new revenues, even those proposed by the governor this year,” Silver said. “There will be significant cuts in the budget.”
Silver called Lt. Gov. Richard Ravitch’s five-year fiscal plan for the state “a sound plan with laudable goals,” but said his conference hasn’t decided whether to move forward in adopting it.
