Astorino: Where’s The Mandate Relief?

Westchester County Executive Robert Astorino was in Albany today at a “Public Budgets: Building Better Budgets” symposium hosted by the Albany Law School.

Astorino also made a swing through the Capitol and took some hits at the state budget, which he said fails to adopt adequate mandate relief for local governments.

Yes, there is a new pension tier. But that won’t provide financial relief for local government for decades, he said.

And yes, Medicaid costs are being capped to counties. But that won’t start until April 2013, he said.

Astorino, a Republican, said local governments are in trouble now.

“We’re dying now,” Astorino said in an interview with Gannett’s Albany Bureau. “You’re going to have a lot of municipalities and schools and counties that are drowning now. We’re going to float to the top of the water dead, and then the state is going to throw us a life preserver. Too late, we’re dying now.”

He offered an even darker metaphor on Fred Dicker’s radio show, saying “Right now, we’re like a cancer patient that has been told by the oncologist that we have six months to live and the state says good news, we’re going to start chemo in two years. That’s really what’s happening.”

Astorino had tempered praise for Gov. Andrew Cuomo on the radio show, saying “I think the governor has certainly put some controls on expenses. I think he has tried hard, I think he has had some victories.”

As for a possible run for governor himself in 2014 against Cuomo, Astorino didn’t rule it out.

“As I told everybody, I think he’s doing a decent enough job, unless he goes completely off the deep end,” Astorino said on the radio. “But I also think that Westchester is a laboratory and if we can do the things that we’re doing in Westchseter, it can prove it could be done around the state.”

He added, “I’m running for re-election next year in ’13, and nobody should ever look past their next election.”

    So Rob Astorino’s position is exactly the same as Tom Abinanti’s:

    1) The tax cap was a sham, w/o mandate relief
    2) Tier 6 is overrated: minimal relief, maximum PR

    Wait a minute! Abinanti is a Liberrrull Democrat, reviled by conservative bloggers
    Astorino is deified by conservative bloggers as the face of the new Republican Westchester
