New York mayors react to ‘super control board’ idea (UPDATED)


Mayors of upstate New York’s largest cities released a statement on Monday reacting to the idea of a “super control board” to manage the struggling governments’ finances.

The mayors of Albany, Rochester, Syracuse and Yonkers are reacting to a report by New York Post state editor and columnist Fred Dicker, also the host of the Albany Talk 1300 radio show “Live from the State Capitol.” In today’s column, in which Dicker quoted unnamed sources, he wrote that Gov. Andrew Cuomo and state Comptroller Thomas DiNapoli are reviewing proposals to create a board “that could take over the finances of counties, cities and towns on the verge of bankruptcy.”

The governor’s office did not immediately respond to a request for comment.

The mayors — Gerald Jennings of Albany, Thomas Richards of Rochester, Stephanie Miner of Syracuse and Mike Spano of Yonkers — released the following statement on Monday:

“We read with interest press reports about a statewide control board. These reports are recognition of the difficult circumstances we now confront. We appreciate the interest. We have been meeting and are carefully considering our response to the looming fiscal crisis of New York’s municipal governments. In the meantime, we suggest that several principles be considered in this new and important statewide conversation. First, at the heart of the problem is the decades-long fundamental change in the economics of the cities and their expense and revenue base, which will not recover even as the national and state economies improve. Second, we believe decisions about our cities should be made in concert with local officials. We, as Mayors, are dealing with our new realities. We are committed to working with the Governor and Comptroller to design a solution that will serve the interest of the state and its municipal governments.”

Recently, both a national report highlighting New York, which was co-authored by former Lt. Gov. Richard Ravitch, and a state-specific study, released by DiNapoli’s office, warned about the financial instability of local governments.

Cuomo on Monday addressed a reporter’s question about how the 2 percent property tax cap is affecting local governments. The governor visited Fort Drum and announced his support for an alternative energy company’s effort to transform a former coal plant there to a biomass plant.

Cuomo said during a question-and-answer session at a news conference that local governments need to face reality.

“Everybody is struggling in this economy,” he said. “You can take the microphone, and you can go to most families in this state, and they’ll say they need more money, too. You put most people on this stage, and they’ll tell you they need more money.

“And the old way of government saying the way they’re going to deal with their problems is just to raise taxes and take more money from the taxpayers — that doesn’t work,” he continued. “Because the taxpayers don’t have any more money.”

He said local governments would have to live within the 2 percent tax cap.

“Everybody out there has to live within the financial constraints in a budget,” he said. “And it’s not right for the government to be the only one that doesn’t have to live with a budget and doesn’t have to live with economic realities. Because the people they want to take the money from are suffering economically.”
