The commissioner of New York State Homes and Community Renewal has replaced Joseph Whelan as chairman of the Westchester Rent Guidelines Board with Jane Morgenstern.
Whelan, an accountant, keeps his appointment to the board. He joined the board in 1993 and has been chairman since 2006. Tenant advocates have considered him biased toward landlords and landlords have called Morgenstern, also a longtime member of the board, biased toward tenants.
Morgenstern and Whelan are two of the board members representing the public, the only ones eligible to run the board. The board has five public members, two tenant and two landlord members.
The guidelines board sets rent increases for about 30,000 apartments in Westchester covered by the Emergency Tenant Protection Act.
