Gov. Andrew Cuomo will follow up last week’s presentation on his proposal to establish tax-free zones on college campuses with a 1 p.m. news conference at the Capitol.
Cuomo is seeking legislative approval for the economic-development plan, which would allow businesses to locate on or near public colleges outside New York City or on selected private university campuses. Employers would pay no business taxes for 10 years, and employees would pay no income taxes for five. There would be no property taxes, either.
