Cuomo announces deal on binding arbitration

In the first major agreement in the final days of the legislative session, Gov. Andrew Cuomo and legislative leaders said they will approve legislation to create a financial restructuring board for local governments and reform the binding arbitration process.

Andrew Cuomo“By helping localities to make tough decisions and manage their finances now, the state as a whole will benefit in the long term because we simply cannot afford to kick the can down the road any longer,” Cuomo said in a statement this evening.

The legislation, to be approved Friday, would create a 10-member board to help localities. The governor will have six appointees, and the other statewide elected leaders would also have members. The board will have $80 million to dole out to local governments in need.

The board could also serve as an alternative for the binding arbitration panel between police and fire unions and municipalities during labor contract disputes.

The legislation would also change the binding arbitration process so arbitrators would have to give 70 percent of the weight of their decision on a community’s ability to pay. It removes, though, Cuomo’s original language that would have put a 2 percent cap on raises.

    He is Honest! But, not a Poet. Besides, it really is a Hoax if anyone ” who makes any decision like this on Binding Arbitration” which they themselves created! And, this Process with Particular References to The Law Enforcements, makes no sensé whatsoever, if those sitters in The Halls of Air Conditioned Hall of New York Legislature do not live the life of those for whom they are being a Jury and Judge, without asking or consuting the Bravest Men and Women in Uniform who are actually ( as I always say ) the First in The Line of Défense of Our Republic. . .
