	<p>&#8220;It shows the intent to put him in the DAs race was to beat up on Janet DiFiore,&#8221; Lafayette said. &#8220;He spent the whole time complaining that she switched parties, that he was the true Democrat. Doesn&#8217;t it show the height of hypocrisy? At least Janet stood by her convictions. She said she switched for ideological reasons.&#8221;</p>

	<p>Bedford police Sgt. Thomas Diebold would not comment, referring media inquiries to the U.S. Secret Service.</p>

	<p>&#8220;We were notified by the Secret Service earlier this morning,&#8221; Diebold told The Journal News this afternoon. &#8220;We have no comment on it from our end.&#8221;</p>

	<p>County Executive Andrew Spano released this statement (using an alternate spelling): &#8221; &#8220;I have heard unconfirmed reports that Khadafy may in fact be staying in Westchester. There is no legal way to prevent this as he is a head of state, despite the fact that he has a long history as a terrorist.  However, from my point of view, he is not welcome in Westchester.&#8221;</p>

	<p>Paterson&#8217;s lawyers argued that a provision of state law allows the governor to fill vacancies, including Paterson&#8217;s July 8 appointment of Richard Ravitch.</p>

	<p>Paterson tapped Ravitch to help break a monthlong Senate leadership struggle. Senate Republican leader Dean Skelos filed a lawsuit challenging his authority to make the appointment.</p>

	<p>Lieutenant governors in New York appear on a ticket with the gubernatorial candidate and are elected. But the lieutenant governor&#8217;s post had been empty since Paterson stepped up to replace Eliot Spitzer, who resigned last year amid a prostitution scandal.</p>

	<p>The court ruling was released this morning.</p>

			<content:encoded><![CDATA[	<p>Our colleagues in Gannett report that Gov. David Paterson was the first person to shake hands and speak with President Barack Obama after Obama landed in Albany to give a speech at a local community college.</p>

	<p>Over the weekend, reports had surfaced that Obama &#8211; through emissaries &#8211; had urged Paterson not to seek election. U.S. Rep. Paul<br />
Tonko flew in on Air Force One. Other local notables, including Albany Mayor Jerry Jennings and U.S. Rep. Maurice Hinchey, waited at the bottom of the stairs and also shook hands with Obama.</p>

	<p>The president introduced Jill Biden, and educator and the vice president&#8217;s wife. Obama&#8217;s motorcade then slowly left, totaling 30 vehicles. Paterson&#8217;s car was ninth in the motorcade.</p>

	<p>The president, in his first trip to upstate New York since he was elected, is expected to discuss the use of stimulus money to bolster education and create an innovation economy. The stage at Hudson Valley Community College in Troy, Rensselaer County, where the president will speak has a backdrop of computer chips and other hi-tech equipment behind the podium.<br />
The president is expected to tour a classroom and give his speech at about 11:30 a.m. He is then headed to New York City to tape an interview on David Lettermen&#8217;s &#8220;Late Show.&#8221; He will begin three days of meetings at the United Nations on Tuesday.</p>

Paterson has signed &#8220;Jimmy Nolan&#8217;s Law&#8221;, which extends the time that 9/11 workers can file compensation claims for injuries suffered from participating in the World Trade Center rescue, recovery or cleanup operations.</p>

	<p>The law, according to the legislators, &#8220;allows an additional one-year period for eligible workers to pursue existing claims for injuries suffered as a result of clean up, recovery and rescue efforts related to 9-11. Under current law a worker has only 90 days to file a claim, but numerous &#8220;second wave&#8221; 9/11 victims &#8211; those who were affected by the hazardous dust and debris in the aftermath of the attacks&#8211; showed symptoms long after the 90-day time restriction.&#8221; It is named after a Yonkers carpenter and father of four who rushed to Ground Zero after the attacks and, according to the legislators, &#8220;now suffers from wood and skin allergies as well as respiratory problems. He spends $200 a month on medications for these conditions.&#8221; </p>

	<p>Yonkers Councilman John Murtagh, R-5th District, is accusing City Council President Chuck Lesnick of holding a secret council meeting tonight at his Yonkers law offices with developers who want to remake downtown.<br />
Murtagh said today that when he was informed of the meeting with representatives of the SFC development partnership, he assumed the meeting would be in City Hall. Yesterday he learned otherwise. &#8220;It immediately raised the appearance that things are not being done above board,&#8221; Murtagh said.<br />
Lesnick confirmed that tonight&#8217;s meeting is to be held at his law office at 733 Yonkers Ave. Lesnick explained that the law office has two different conference rooms on two different floors in order to avoid holding an illegal City Council meeting.<br />
Lesnick said that he and Councilwoman Patricia McDow, D-1st District, are co-chairs of the council&#8217;s Real Estate &#038; Economic Development Committee and that they wanted to include all the council members who are favorably disposed to supporting the SFC redevelopment proposal for downtown.</p>

	<p>&#8220;We&#8217;re at the point of final negotiations and I wanted to be inclusive to as many council members who wanted to participate,&#8221; said Lesnick, adding that he was unsure if more than three council members will attend tonight&#8217;s meeting.</p>

	<p>A quorum would be four members, and if that many showed up Lesnick said the meeting would have to be held in different rooms.</p>

	<p>Despite Lesnick&#8217;s spirit of inclusion, councilwomen Sanday Annabi and Joan Grownowski were not</p>

	<p>invited to the meeting because Lesnick said they&#8217;ve already voiced their opposition to the SFC proposal.<br />
&#8220;As soon as we have an agreement we&#8217;ll bring it to the Real Estate Committee and discuss it in an open forum,&#8221; Lesnick said.</p>

	<p>Murtagh said that from the start tonight&#8217;s meeting should have been held by the Real Estate Committee and proper public notice given. Murtagh said tonight&#8217;s meeting reminded him of secret meetings held years back on Ridge Hill, to which he was not invited.<br />
&#8220;It was one of the things that poisoned the air. There were meetings behind closed doors,&#8221; said Murtagh, acknowledging that even if the Real Estate Committee held tonight&#8217;s meeting, it could be closed to the public for delicate negotiations with developers.</p>

	<p>UPDATE: Robert Freeman for the state Committee on Open Government said this afternoon that Lesnick&#8217;s stated desire to comply with state public meetings law by having council members sit in different rooms in the same building could be construed as an effort to evade them.</p>

	<p>Astute county government watchers might have also noticed his companion at left, former Deputy County Executive Larry Schwartz. Schwartz eventually departed, but Spano stayed on through the end of the game to watch the home team complete a four-game sweep of their Boston rivals.</p>

	<p>County spokeswoman Donna Greene says of his appearance (he was clearly shown on live TV behind every left-handed batter): &#8220;I was as surprised as you.&#8221;</p>

	<p>Asked how Spano scored such hot seats, Greene promised to get back to us with the details.</p>

	<p>WHITE PLAINS &#8211; Saying he was the true Democrat in the race for Westchester County district attorney, Tony Castro today said he&#8217;d submitted nominating petitions with more than 14,000 signatures in support of his primary challenge of incumbent Janet DiFiore.</p>

	<p>&#8220;The rank and file recognize me as a true Democrat, not the candidate of a wealthy and powerful political machine,&#8217;&#8217; he said at a news conference outside the county Board of Elections office. &#8220;The people know that we can win, and they want an independent prosecutor, not an imbedded politician, as the district attorney.&#8221;</p>

	<p>Castro, who ran two close but unsuccessful campaigns for the job with the Democratic endorsement in the past, was snubbed by party leaders at their convention this year. The party endorsed DiFiore, who defeated Castro while running as a Republican in 2005.</p>

	<p>She switched parties in 2007.</p>

	<p>Castro also submitted petitions with 2,000 signatures to secure the Independence Party line in the November general election.</p>

	<p>The Republican candidate is Dan Schorr.<span id="more-10737"></span></p>

	<p>Asked what changes the public would notice if he were elected, Castro said that, under his administration, &#8220;You would not have the indecisiveness, the low morale and the turnover you have now.&#8221;</p>

	<p>After the announcement, DiFiore&#8217;s campaign issued a statement saying that she wanted to thank &#8220;all those Democratic volunteers from across the county who collected petition signatures on her behalf.&#8221;</p>

	<p>DiFiore spokeswoman Tracy Everson noted that Castro&#8217;s campaign finance report &#8220;reveals significant expenditure for wages during the petition period, suggesting that he needed to pay petition carriers in order to qualify for the ballot.&#8221;</p>

	<p>Castro could not be reached to comment on the statement, but said during his news conference that people were &#8220;enthusiastic about signing&#8221; his petitions.</p>

	<p>July campaign financial statements show that Difiore has spent $38,303 on the campaign and still has a $420,092 balance in her war chest. Schorr has spent $115,002 thus far, and has a balance of $60,341. Castro&#8217;s statement shows $93,355 in expenses, with a closing balance of $9,193.</p>

	<p>But Castro said funding will not be a problem in his campaign.</p>

	<p>&#8220;We will have enough money to get our message out,&#8217;&#8217; he said.</p>

	<p>The tit-for-tat between the Yonkers Board of Education and Yonkers Inspector General Philip Zisman continues. The debate between the board and Zisman&#8212;conducted through letters, press releases and a subpoena&#8212;involves a disagreement over whether the school district is a city-dependent entity.</p>

	<p>Zisman has argued that the district is dependent and that he has the right to come in and examine the district&#8217;s employee health insurance plans. Board officials have said that the district is a state-created entity subject to oversight from state agencies.</p>

	<p>Last night, apparently to reinforce its point, the Board of Education rescinded a 2000 resolution that said the Board of Education could share the services of the city&#8217;s inspector general to review its finances.</p>

	<p>&#8220;The new fiscal regulations imposed by the New York state comptroller&#8217;s office of an external, internal and claims auditor are more than sufficient to monitor district operations in accordance with the state mandates,&#8221; said board member Debra Martinez, reading from a prepared statement before the board&#8217;s vote.</p>

	<p>Quick update on the senate stalemate as it pertains to Yonkers&#8230;</p>

	<p>Mayor Amicone has been on the phone with the governor and the comptroller today trying to figure out a way to resolve the city&#8217;s budget situation, which is being held hostage by the power struggle in the senate.  They are kicking around a few ideas that could keep the city operating if the stalemate continues.  However it is not likely that there will be a resolution before the holiday weekend.</p>

	<p>We are getting every indication that the power struggle will continue into September.  That means the mayor and others are going to have to get creative to keep the city afloat.  Hence the phone calls back-and-forth with the key players Albany.</p>

	<p>Yonkers could be among the first casualties of this political war.  Here&#8217;s why.  Because Yonkers had state-imposed financial control boards in the 70&#8217;s &#038; 80&#8217;s, the state comptroller acts as the city&#8217;s fiscal agent and must certify the annual budget that funds the city and school district.  The comptroller refuses to certify the 2010 budget&#8212;<del>which took effect yesterday</del>&#8212;until all revenues are accounted for.  And since we have two revenue extender bills (mortgage recording tax &#038; income tax surcharge) that have yet to be approved by the senate, that means we don&#8217;t have a budget and therefore cannot send out tax bills.  Since we cannot issue tax bills, no money is coming in.  Right now the city is running on surplus money that is set to run out in a couple of weeks.  Once money runs out, the city will have to shut down operations or come to an agreement with its unions to work without paychecks until the situation is resolved.  </p>

	<p>With hope there will be a more postive update after the holiday weekend.  &#8230;but don&#8217;t hold your breath.</p>

	<p>NEW YORK (AP) &#8212; Former Vice President Dick Cheney has signed a book deal with a conservative imprint of Simon &#038; Schuster and said he hopes readers of all ideologies will be interested in his story.</p>

	<p>The memoir by Cheney, widely considered the most powerful vice president in history, is expected to be published in Spring 2011, a few months after President George W. Bush&#8217;s book comes out. </p>

	<p>Cheney&#8217;s work is currently untitled and will cover his long career in government, from chief of staff under President Ford to vice president under Bush, from Vietnam and Watergate to the first Gulf War and the Sept. 11 attacks.</p>

	<p>In a telephone interview Tuesday with The Associated Press, the 68-year-old Cheney noted that he had never written a book about his years in government, which dates back to the 1960s.</p>

	<p>&#8220;I&#8217;m persuaded there are a lot of interesting stories that ought to be told,&#8221; Cheney said. &#8220;I want my grandkids, 20 or 30 years from now, to be able to read it and understand what I did, and why I did it.&#8221;</p>

	<p>Financial terms were not disclosed. A publishing official with knowledge of the negotiations, but not authorized to publicly discuss, said the deal was likely worth at least $2 million. </p>

David Paterson has created a task force to &#8220;examine the issues and implications arising from police-on-police shootings and confrontations, especially between on-duty and off-duty officers and between officers of different races, nationalities and ethnicities, and how to prevent such incidents in the future.&#8221; </p>

	<p>Presumably the cases the task force will review will include that of Christopher Ridley, 23, an off-duty Mount Vernon officer who was shot as he struggled with a mugger in downtown White Plains on Jan. 25, 2008. The Journal News gave this account in a recent story of what happened: &#8220;Authorities say Ridley&#8217;s gun went off and four county police officers fired on him after he failed to respond to orders to put the gun down. A Westchester grand jury cleared the officers of any criminal wrongdoing.&#8221; More recently, the list has included the death of New York City Police Detective Omar Edwards.</p>

	<p>From the governor&#8217;s news release: &#8220;The Task Force will examine police-on-police shootings across the State of New York specifically examining how training, tactics, policies and procedures, technology and equipment, and sociological and psychological factors may contribute to such shootings and confrontations. Members of the Task Force will solicit the input of a broad and diverse range of contributors including law enforcement officials, community representatives, scholars and other relevant experts. </p>

			<content:encoded><![CDATA[	<p>Congressman John Hall announced today that his district director, Susan Spear, will take on the additional title of Chief of Staff in the coming term. Spear succeeds Jean Bordewich, who was Chief of Staff in Hall&#8217;s first term. According to a press release from Hall, &#8220;Bordewich has been named Staff Director of the Senate Committee on Rules and Administration by U.S. Senator Charles Schumer, the Committee&#8217;s incoming Chairman.&#8221;</p>

	<p>&#8220;Spear, who will be based in Congressman Hall&#8217;s Carmel office, will supervise all operations of the Congressional offices in Washington, DC, and in Carmel and Goshen, NY.&#8221;</p>

	<p>In addition, Hall said Jim Bradley has joined his Washington office as Legislative Director.  Bradleypreviously served for nine years on the legislative staff of Congressman Tom Allen of Maine.</p>

	<p>The former first couple will join Bloomberg tomorrow night in Times Square to lead revelers in the final 60 second countdown, and push the ceremonial button that lowers the ball.</p>

	<p>The Clintons look back at a wild 12 months. Last New Year&#8217;s Eve, they were in Iowa as Sen. Clinton campaigned for the Democratic caucus, which she eventually lost to Barack Obama. She is now on her way to become his secretary of state.</p>

	<p>Westchester residents have contributed $128,250 to President-elect Barack Obama&#8217;s upcoming inaugural celebration &#8211; part of nearly $22 million donated nationwide to the record-breaking event.</p>

	<p>A total of 13 county residents so far have chipped in for the Jan. 20 celebration, which will culminate with the Illinois senator&#8217;s swearing in as the nation&#8217;s first black president. The inauguration is expected to draw some 2.5 million revelers to Washington, D.C.</p>

	<p>Two Westchester donors have contributed $50,000 each to the festivities, while another chipped in $25,000. The remaining contributors donated $250 or $500, according to records of funds raised by the 2009 Presidential Inaugural Committee.</p>

	<p>The records were released as part of Obama&#8217;s vow to bring more transparency to inaugural fundraising efforts. Unlike previous inaugural committees, the current one has said it would not accept contributions from corporations, political action committees, labor unions, federally registered lobbyists, non-U.S. citizens and registered foreign agents.</p>

	<p>In addition, the committee is releasing the names of any donors who contribute more than $200, and capping individual contributions at $50,000. &#8220;Bundled&#8221; contributions are capped at $300,000.</p>

	<p><em>Westchester County Executive Andy Spano today praised Governor Paterson&#8217;s leadership as &#8220;bold, direct and honest,&#8221; as the Governor outlined his efforts to control spending as New York faces its worst economic crisis since the Great Depression.<br />
&#8220;Every elected official should be standing shoulder to shoulder with Governor Paterson today. He has outlined a bold plan to control state spending,&#8221; Spano said. &#8220;He has made difficult decisions in his efforts to secure a brighter future for all New Yorkers. He has not shied away from the task to get New York on a sound financial footing and neither should the officials who will now be reviewing his budget.<br />
&#8220;Governor Paterson&#8217;s budget calls for everyone to buy in. It calls for shared sacrifice and shared pain, because that is the only way to move New York ahead. The door is open to smart decision-making, as the Governor alluded to.&#8221; Spano said.<br />
&#8220;Regardless of political party, regardless of special interests, all elected officials and advocates must support the governor and work with him as he tries to bring New York State back to its former glory. 	<p><em>&#8220;Governor Paterson released his proposed budget today amidst one of the toughest economic climates in recent memory.   Due to the financial crisis on Wall Street and the downturn of the national economy, the State of New York is experiencing a large loss of revenue.</p>

	<p>As a result of this loss in revenue, the Governor had to make many difficult decisions and I commend him on his leadership in attempting to solve this crisis.</p>

	<p>However, it is important that we do not balance this budget on the backs of our school children, working families and seniors living on fixed incomes.</p>

	<p>As such, I will fight for the City of Yonkers to ensure that it gets the funding it needs while we make the tough decisions to rectify this budget crisis.&#8221;</em></p>

	<p>&#8220;I&#8217;m glad to see the administration and our Democratic colleagues have finally seen the light and realized these raises were an insult to taxpayers,&#8221; Minority Leader George Oros said in the statement. &#8220;Make no mistake about it, the public opposition to these raises had a lot to do with the proposal being scrapped.&#8221;</p>

	<p>&#8220;Slowly but surely, what we&#8217;ve been saying about running county government more efficiently may actually be penetrating,&#8221; Oros said. &#8220;Cutting out the raises is certainly a start.&#8221;</p>

			<content:encoded><![CDATA[	<p>Westchester County Executive Andrew Spano has just yanked a proposal to give pay raises to managers. The proposal, which was to be retroactive for 2008 and also apply to 2009, was taken off the table after a public hearing this morning drew 20 speakers against it.<br />
<p class="graph">Jorge Fitz-Gibbon wrote that the $890,000 package of raises &#8220;would mean 3.25 percent pay increases for about 340 supervisory personnel, which initially included County Executive Andrew Spano&#8217;s top 24 commissioners and department heads.</p><br />
<p class="graph">Spano and Board Chairman Bill Ryan announced the development in a joint news release.</p><br />
<p class="graph">&#8220;They have done an outstanding job and if times were better, they would be getting the increase they deserve,&#8221; Spano said of his managers in a statement. &#8220;But we all have to tighten our belts in times like this &#8211; and sometimes that hurts.&#8221;</p></p>
